In memory of distinguished Canadian jurist and Catholic school trustee, the Honourable Justice James Higgins (1913-1974) of St. John’s, Newfoundland, the Board of Directors of CCSTA annually presents an award to a person or group that has made an outstanding contribution to Catholic education in Canada. The Justice James Higgins Award is the highest honour provided by CCSTA. It reflects recognition of an exceptional contribution to Catholic education in this country.
CCSTA is extremely pleased to announce the winner of our 2024 Justice James Higgins Award: Mr. Julian Hanlon.
To serve the mission of Catholic education is a ‘vocation and choice of life!’ Julian Hanlon’s lifelong career in Catholic education was most certainly a reflection of his personal commitment to this vocation. His “yes” to the Church’s mission of Catholic education led him to serve at every level of Canada’s Catholic school system.
From teacher to national leader, Julian’s passion for this vital mission shone every step of the way during his 44 years of working in Catholic education.
As Executive Director of CCSTA from 2015 to 2023, Mr. Hanlon led our nation-wide organization and served the Board of Directors with grace, diligence and servant-leadership. Throughout his eight years as Executive Director, Mr. Hanlon adapted seamlessly to the many changes which unfolded and led the organization with calm and ease throughout the uncertainties and difficulties of the pandemic. His steady vision of the mission and aim of Catholic education led the way for us through unprecedented times with unwavering hope.
His commitment to serving the needs of students was evident in his ongoing promotion of the Toonies for Tuition program – our national endowment fund which allows families to access Catholic schools in partially or non-funded provinces. From 2010 to 2015, Julian served as Chair for the Toonies for Tuition Endowment Committee, receiving applications from schools for funding and distributing funds raised. As Executive Director, Julian ensured Toonies for Tuition was prioritized, promoted and continued to grow.

Prior to joining CCSTA as Executive Director, Mr. Hanlon served the Ottawa Catholic School Board for 36 years as teacher, vice-principal, principal, supervisory officer, deputy director and Director of Education. He was with our students, educators, and trustees throughout. Having spent his entire career serving the mission of Catholic education, Julian knew, firsthand, its life-changing impact on students and families. His experience and presence in the classroom and halls of Ottawa Catholic schools shaped and formed every aspect of his leadership and political advocacy.

During his tenure as Ottawa Catholic’s Director of Education, Julian introduced an adult faith course as part of the staff leadership journey, remained focused on student success, was a presenter at several provincial conferences highlighting the success of Ontario Catholic schools, and was Board-recognized as provincial leader in the use of technology. In addition, Julian’s extensive involvement in education spanned over a number of community organizations and committees including: Chair, ECCODE and CODE (2014-15), OCSOA Board of Directors (2014-15), Co-Chair, Ontario Directors Study Group, Chair, Joint CODE, Deputy Minister’s Roundtable, Chair, Ottawa Network for Education {2011-14) and President, Catholic Education Foundation of Ottawa (2010-15).
To honour Julian with this national award is an absolute joy for the CCSTA Board of Directors. His commitment to the mission of education has impacted students, families and staff across Canada and his passion has inspired countless trustees and board members involved in Catholic education. He exemplifies the virtues and qualities of an authentic, Catholic leader who strives to put the needs of others first. His legacy is noted with humility, authenticity, generosity and determination – making him a most worthy recipient of the 2024 Justice Higgins Award.
